By Paralysis, do you mean Static? Which occasionally paralyzes the opponent when they make contact with your body

umm.....yeah.....uhh.....I think.....

Also, Pikachu doesnt learn Quick Attack until level 13 according to the Serebii bw pokedex pages.
Also I checked and Pikachu's national dex number is 25.
